The U.S. Nuclear Regulatory Commission (NRC or the staff) and representatives of STP Nuclear Operating Company (STPNOC or the applicant) held a telephone conference call on January 4, 2012, to discuss and clarify issues related to the applicant's containment tendon prestress programs and to discuss applicant questions regarding request for additional information (RAI) 4.7.3-2, for the South Texas Project, Units 1 and 2, license renewal application. TELEPHONE CONFERENCE CALL SOUTH TEXAS PROJECT LICENSE RENEWAL APPLICATION JANUARY 4, 2012 The U.S. Nuclear Regulatory Commission (NRC or the staff) and representatives of STP Nuclear Operating Company (STPNOC or the applicant) held a telephone conference call on January 4, 2012, to discuss and clarify the following issues and requests for additional information (RAls) related to the license renewal application (LRA).

The participants indicated that the call was useful in clarifying the questions discussed.

Issues and discussions:

Staff identified questions regarding LRA Section 4.5, "Absence of TLAA for Concrete Containment Tendon Prestress Analysis," and GALL AMP X.S1, for Containment Tendon Prestress. Staff noted apparent anomalies in the applicant's discussions related to the grouping of containment tendons, in tendon surveillance frequencies, scheduling and performance, and whether temperature effects have been factored in to predicted results, especially when related to guidance in Reg Guide 1.35 and ASME Code Section IWL. The applicant and the staff discussed these items and looked at various information and data already provided by the applicant in its RAI responses. With the exception of some issues pertaining to how the applicant applied its reasoning regarding interpretations of tendon surveillances at the three year point of a given unit's life, the information and discussion appeared to resolve the staff's questions. The staff indicated it would continue to review these items, and if further information is needed, then it will issue an RAI.

Applicant requested clarifying information on RAI4.7.3-2. The issue presented in RAI4.7.3~2 is that the staff is not convinced that visual inspections alone will be capable of prompting followup thickness measurements such that the 40-mil corrosion allowance will not be exceeded during the period of extended operation. The staff believes that visual examinations may need to be augmented with physical measurements, using tools such as inside calipers, to ensure that corrosion is not approaching the limit. Given that physical measurements might be required to augment the visual inspections, or alternatively, some sort of sampling inspection performed to validate that the visual inspections are performing adequately, the RAI requests further details on how the program will manage this time-limited aging analysis, such as how often physical measurements will be conducted, how many locations will be checked, how the most susceptible location will be selected, what devices will be used, and the criteria that would result in a followup volumetric examination. The staff and the applicant discussed this viewpoint and the applicant indicated that it now better understands the staff's concerns; the applicant indicated it would consider these things in preparing its response.
