SUMMARY

OF SEPTEMBER 20, 2016, PUBLIC MEETING WITH STP NUCLEAR OPERATING COMPANY TO DISCUSS A PROPOSED LICENSE AMENDMENT TO AUGMENT THE EMERGENCY RESPONSE ORGANIZATION RESPONSE TIME FOR THE EMERGENCY PLAN (CAC NOS. MF8280 AND MF8281)

On September 20, 2016, a Category 1 public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of STP Nuclear Operating Company (STPNOC, the licensee), at NRC Headquarters, Rockville, Maryland. The meeting notice and agenda, dated August 18, 2016, are located in the Agencywide Documents Access and Management System (ADAMS) at Accession No. ML16259A343. A list of meeting attendees is provided in the Enclosure to this meeting summary.

The purpose of this pre-application public meeting was to discuss a proposed license amendment request by STPNOC to augment the time required by the emergency response organization (ERO) to respond to plant emergencies as specified in the Emergency Plan (EP).

The STPNOC staff provided a handout which can be accessed at ADAMS Accession No. ML16264A363.

The NRC and STPNOC discussed the criteria provided in NUREG-0654/FEMA-REP-1, "Criteria for Preparation and Evaluation of Radiological Emergency Response Plans and Preparedness in Support of Nuclear Power Plants," November 1980 (ADAMS Accession No. ML040420012)

(NUREG-0654). The recently issued Regulatory Issue Summary (RIS) 2016-10, "License Amendment Requests for Changes to Emergency Response Organization Staffing and Augmentation," dated August 5, 2016 (ADAMS Accession No. ML16124A002) provides a technical basis in support of Table B-1, "Minimum Staffing Requirements for NRC Licensees for Nuclear Power Plant Emergencies," of NUREG-0654, Revision 1, and was discussed as a means of informing the LAR. The NRC staff also stated that Revision 2 to NUREG-0654 is expected to be published in January 2017 and is a good reference for licensees seeking the latest guidance on the staff's views concerning EP changes. Ultimately, however, the NRC staff stated that the licensee is expected to provide a comprehensive and in-depth justification for any changes to the EP resulting in a reduction in effectiveness. This justification must include at a minimum, the anticipated impacts of changes both to the existing on-site emergency response organization and potential impacts to off-site State and local radiological emergency preparedness plans.

The NRC and STPNOC discussed the Table B-1 critical positions criteria provided in NUREG-0654. The staff stated that it is not necessary to include support functions (i.e.,

communication- and recorder-type) positions in the submittal if they are not needed to meet a major functional area as identified on Table B-1

The STPNOC staff questioned its ability to take credit for the Duty Maintenance Supervisor in the critical positions Table 8-1, since this qualified individual is on-shift until a supervisor designated in Table B-1 arrives following ERO mobilization. The NRC staff stated that if the Duty Maintenance Supervisor is not included as a position in Table B-1, then no credit should be taken for this position.

The NRC staff stated that a critical aspect of the STPNOC submittal should be an analysis of the anticipated impacts of the changes, such as a consultation on the change with Federal, State, and local responders. For instance, the NRC staff asked if STPNOC had notified offsite emergency organizations of its proposed ERO response extension to 90 minutes after event declaration and evaluated the impact of offsite radiological emergency preparedness plans.

Since the Federal Emergency Management Agency (FEMA) evaluates the public information aspects of event response, the NRC staff needs to consult with FEMA on any proposed changes that potentially impact offsite radiological emergency preparedness plans or public information event response activities.

The NRC and STPNOC staffs discussed credit for additional staff on Table B-1 and taking credit for area radiation monitors and emergency personnel dosimeters.

The STPNOC staff stated that it reviewed the previous Prairie Island and Hope Creek nuclear power plants' EP change license amendment requests, the NRC staff's requests for additional information, and the licensees' responses. These documents were used to inform the draft South Texas Project EP change request.

The STPNOC staff stated that it would modify its request based on the discussions at this meeting and that it planned to submit the request at the end of October.

The STPNOC staff stated that there was an error on the original handout on page 11. However, the document in ADAMS at Accession No. ML16264A363 is the corrected version.
