The purpose of this meeting with South Texas Project (STP) Nuclear Operating Company is to discuss the plant-specific aging management program (AMP), Selective Leaching of aluminum bronze associated with STP's license renewal application (LRA) and to understand STP's path forward in resolving the open item in the review of the STP's LRA.

General Details:

The U.S. Nuclear Regulatory Commission (NRC) held a meeting on January 19, 2016, from 1:00 p.m. - 4:00 p.m. EST. The meetings began with an introduction, a review of meeting ground rules, and introductions of all in attendance. The STP Nuclear Operating Company presented its path forward for resolving the safety evaluation report (SER) open item regarding the plant-specific AMP selective leaching of aluminum bronze.

Following the presentation, the meeting was opened to discussion between the NRC and applicant staff.

Approximately 15 people participated in the meeting. No members of the public attended the meeting. Meeting participants included representatives from STP Nuclear Operating Company.

Summary of Presentation:

STP began the meeting by explaining changes to their Aluminum Bronze AMP. The Selective Leaching of Aluminum Bronze Program manages loss of material due to selective leaching of aluminum bronze (copper alloy with greater than 8% aluminum) (1) components and (2) pipe welds exposed to raw water within the scope of license renewal. The primary change to the program is that all aluminum bronze susceptible cast components will be replaced 6 months prior to the period of extended operation with material that is no susceptible to selective leaching.

STP stated that it will manage aging effects associated with pipe welds through an existing inspection program and to examine buried welds for selective leaching whenever aluminum bronze welds are exposed.

The NRC staff asked questions about the structural integrity of the pipe welds and stressed that the pipe weld may also be susceptible to aluminum bronze selective leaching.
