SUMMARY

OF FEBRUARY 5, 2015, PUBLIC MEETING WITH STP NUCLEAR OPERATING COMPANY TO DISCUSS PROPOSED LICENSE AMENDMENT REQUESTS TO MODIFY THE PERFORMANCE INTERVAL FOR CONTAINMENT INTEGRATED LEAK RATE TESTING (TAC NOS. MF5588 AND MF5589)

On February 5, 2015, a pre-application public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of STP Nuclear Operating Company (STPNOC, the licensee), at NRC Headquarters, Rockville, Maryland. The meeting notice and agenda, dated January 20, 2015, are located in the Agencywide Documents Access and Management System (ADAMS) at Accession No. ML15034A404. The licensee's handouts from the meeting are available in ADAMS at Accession No. ML15034A151. A list of meeting attendees is provided in the Enclosure to this meeting summary.

The NRC staff used a webinar format for the meeting with the purpose of discussing the licensee's proposed change in the performance interval for containment integrated leak rate testing (ILRT) at South Texas Project, Units 1 and 2 (STP).

The licensee explained that the proposed change would affect the technical specifications (TS),

item 6.8.3.j associated with ILRT. The change would use the guidance of Nuclear Energy Institute (NEI) document NEI 94-01, "Industry Guideline for Implementing Performance-Based Option of 10 CFR [Title 10 of the Code of Federal Regulations] Part 50, Appendix J,"

Revision 2A (ADAMS Accession No. ML100620847), which the NRC staff approved in Regulatory Guide (RG) 1.163, "Performance-based Containment Leak-Test Program," issued in September 1995 (ADAMS Accession No. ML003740058). The proposed amendments would change the ILRT interval from 10 years to 15 years.

The STPNOC staff stated that justification for the change is based on the performance history of STP and risk insights. STPNOC staff also added that it will use information from other licensees to improve the application by incorporating lessons learned, requests for additional information, and industry feedback.

The licensee requested an NRC approval date in spring of 2016 to allow for implementation prior to the next scheduled ILRT in fall of 2016. The NRC staff stated that ILRT reviews are complex and may not be completed in 12 months. The NRC staff requested that STPNOC staff expedite the submittal date, if possible. The licensee stated it expected to submit the request at the end of March 2015.

Mr. Marvin Lewis, a member of the public, expressed concern that the NRC staff should not allow a relaxation of the periodicity of containment coolant leak testing due to the events at Three Mile Island. The NRC staff explained that the ILRT is an air/gas volume pressure test that ensures the leak-tight integrity of the primary reactor containment and systems and components that penetrate the containment boundary. It is not a coolant leak-rate test. The staff thanked Mr. Lewis for his comment.

No action items were identified and no Public Meeting Feedback Forms were received for this meeting.
