SUMMARY

OF MARCH 25, 2024, PRESUBMITTAL TELECONFERENCE WITH STP NUCLEAR OPERATING COMPANY TO DISCUSS CHANGES TO THE QUALITY ASSURANCE PLAN FOR SOUTH TEXAS PROJECT, UNITS 1 AND 2 (EPID L-2024-LRM-0027)

On March 25, 2024, an Observation public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of STP Nuclear Operating Company (the licensee) via teleconference. The purpose of this meeting was to discuss the licensee's planned submittal for South Texas Project, Units 1 and 2 (STP), concerning proposed changes to the licensees operations quality assurance (QA) plan. The meeting notice and agenda, dated December 4, 2023, are available in the NRCs Agencywide Documents Access and Management System (ADAMS) at Accession No. ML24066A031. Enclosed is a list of attendees at the meeting.

The licensee presented information (ML24080A129) discussing the planned submittal. The licensees presentation detailed the proposed change and summarized the necessary reasons for the requested change. This meeting primarily consisted of licensee detailing its plans to adopt QA definitions contained in NQA-1-1983, Condition Adverse to Quality, and Nuclear Energy Institute (NEI) 16-07, Improving the Effectiveness of Issue Resolution to Enhance Safety and Efficiency.

The NRC staff queried the licensee throughout the presentation to enhance its understanding of the planned submittal, including the following:

The NRC staff discussed with the licensee the differences that would be applied to a condition adverse to quality (CAQ) versus a significant condition adverse to quality (SCAQ). The licensee stated that CAQ items would apply to structures, systems, and components; however, items related to a serious effect on nuclear safety would be defined as SCAQ. The licensee would document both types of conditions in STPs corrective action program (CAP).

The NRC staff questioned how risk-significant non-safety related items would be treated with this proposed change to the QA plan. The licensee stated the classification of conditions not adverse to quality (CNAQ) would be applied to capture issues with these components in the CAP. The staff requested the licensee to include a discussion of this aspect in the submittal to facilitate its review.

No regulatory decisions were made as a result of this teleconference. No members of the public identified themselves on the teleconference. No Public Meeting Feedback forms were received.
