Management Interview Conducted on June 3,1975 with Messrs:

Dr. Gene L. Woodruff, Director, fluclear En William P. Miller, Manager of Operations ' gineering Laboratories A. Wakefield, Assistant to the Director The findings of this inspection were discussed and there was no disagreement with the findings or with the item of noncomplicnce.

They took the position that they were operating with an approved Security Plan and would wait for written communication from the f1RC.

Scope This inspection encompassed physical security of the Argonaut,

training reactor, located at the University of Washington and evaluates compliance with their Security Plan.

Approximately one inch (equal to ten feet) was omitted from the center of the building drawings.

Security Oraanization The security organization as described in the licensee's Security Plan was verified.

The University of Washington Police Department includes !

sworn, uniformed and armed police officers with a minimum of P -

e Each police officer receives 12 weeks of training from the Seattle Police Department.

In addition, each officer averages 4 additional weeks of on-the-job training.

In addition to the Uriiversity Police, response and back up is available from the Seattle Police Department.

A mutual aid agreement between the two Chief's of Police has been signed, and is currently being reviewed for updating.

Physical Barriers The physical barriers of the NRL, e.g., walls, floors, doors are not described in the licensee's Security Plan.

The reactor for the University of Washington is located in the Nuclear Reactor Building on the southeastern portion of the campus.

The Reactor Building is unique in that most of the barrier walls and doors are a combina-tion of plate and laminated glass on al1, sides. /

The south side of this building is particularly vulner-able in that trees and shrubs prevent an isolation zone.

In addition, bricks are stacked near door "5" that would completely mask a potential intruder.

There is only one exterior door en the top level, door "UM" and is the same type as doors "M" and "S".

Access Controls

and control room only), key control, and locked doors.

The outside doors are kept locked at all times with entry being made by key or an authorized employee / student opening the door for other people.
