Announced Inspection on July 6,1978 (Report No. 50-139/78-04)(IE-V-246)

Areas Inspected _:

Security plan; protection of SNM; security organization; access control; alarm system; surveillance; communications; protection against radiological sabotage; keys, locks and combinations; procedures; and security program review.

The inspection was started during regular hours and involved six inspector hours onsite by one NRC inspector.

Resul ts:

Of the eleven areas inspected, no items of noncompliance were identified

Security Plan The security plan submitted by letter dated, June 8,1976, was approved by the Division of Operating Reactors NRR on September 28, 1976, and constitutes the approved security plan.

No items of noncompliance or deviations were observed.

Protection of SNM

The inspector determined through interview the amount of SNM I

possessed by the licensee and the principle storage locations.

The licensee has installed hardware and procedures to protect SNM from theft or diversion.

No items of noncompliance or deviations were observed.

4.

Security Organization The in' pector determined that the licensee's security organization s

is as described in the licensee's approved security plan.

No items of noncompliance or deviations were observed.

5.

Access Control The inspector examined the licensee's program for control of access to the reactor building.

All exterior openings were secured and the licensee appears to be in compliance with their approved security

Alarm System The inspector determined the licensee has not been required to

Keys, Locks, and Combinations The inspector examined the licensee's procedure and methods of

control for keys and locks, and found they appeared to be in com-pliance with the licensee's approved security plan.

Communications Communications procedures and ' equipment were examined by the inspector for compliance with the approved security plan.

No items of noncompliance or deviations were observed.

Surveillance The inspector examined the licensee's procedures and practices for surveillance of the reactor security areas, barriers and avenues of approach.

Due to the large amount of glass incorporated in the reactor building, reactor operating personnel have better than normal visability of security areas and the vicinity.

No items of noncompliance or deviations were observed.

procedures The licensee is maintaining those procedures committed to in their approved security plan.

No items of noncompliance or deviations were observed.

11.

Security Program Review The licensee stated that they reviewed their security program in the second half of 1977, and the review resulted in no changes to the security program.

Protection Against Radiological Sabotage The inspector determined the licensee is in apparent compliance

with those portions of the approved security plan designed to prevent an unauthorized intrusion into the reactor facility.

No items of noncompliance or deviations were identified.

Exit Interview On July 6, 1978, the inspector met with those individuals indicated in Paragraph 1.

The inspector outlined the scope of the inspection and stated no items of noncompliance or deviations had been identified.
