Dear Mr. Miraglia:

In accordance with 10 CFR 50.90, the Sacramento Municipal Utility District proposes to amend Operating Licensing DPR-54 for Ranche Seco.

The enclosed pages of Proposed Amendment No.165 (Attachment I) modify the Technical Specifications to add a ventilation radiation monitor to the Interim On-Site Storage Building (10S8).

Details of the proposed amendment are presented in the No Significant Hazards Consideration (Attachment II) of this submittal.

This proposed change to the Technical Specifications has been reviewed in accordance with 10CFR50.59, and has been found to not constitute an unreviewed safety question.

Pursuant to 10 CFR 50.91(b)(1), the Radiological Health Branch of the California State Department of Health Services has been informed of this proposed amendment by mailed copy of this submittal, Enclosed is a check in the amount of $150.00 as required by 10 CFR 170.21, "Schedule of Fees."

It is requested that this proposed amendment become effective sixty days after NRC issuance.
