Dear Mr. Verrelli:

This letter refers to the violation cited in the subject inspection reports which state:

"The following violation was identified during an inspection conducted on December 19, 1985 through February 10, 1986. The Severity Levels were assigned in accordance with the NRC Enforcement Policy (10 CFR Part 2, Appendix C).

Technical Specification 6.8.1 requires that written procedures be implemented. Administrative Procedure FNP-0-AP-51, " Instrumentation and Control Group Conduct of Operations," Section 9, requires the Instrument and Control Foreman to review all I&C surveillance tests performed on his shift for completeness hnd accuracy and so indicate by signing and dating the procedure.

Contrary to the above, Administrative Procedure 51 was not followed in that a review was not conducted until December 12, 1985, at 5:50 p.m. on STP-228.7A, " Nuclear Instrument System Power Range Channel N-43 Calibration and Functional Test," which was completed on December 10, 1985, at 9:30 p.m.

This is a Severity Level IV violation (Supplement 1)."

Page 2 Admission or Denial The above violation occurred as described in the subject report.

Reason for Violation The above violation was caused by personnel error in that surveillance test procedure FNP-STP-228.7A for power range channel N-43 was completed on December 10, 1985 at 9:30 p.m., but was not reviewed by an Instrument and Control Foreman until December 12, 1985 at 5:50 p.m.

Corrective Action Taken and Results Achieved None required.

Corrective Steps Taken to Avoid Further Violations The Instrument and Control Foremen have been reinstructed to follow the requirements of FNP-0-AP-51, section 9.
