Amendment 89 to the CPSES FSAR was transmitted to you under a separate cover letter TXX-93281, dated August 20, 1993. The attachment to this letter provides line-by-line descriptions of the changes in Amendment 89. FSAR pages which do not have technical changes but are included in the amendment (because they are the opposite side of the sheet from a page that was changed, because the change shifted the existing material to another page or because only editorial changes were made on these pages) are not discussed in the attachment.

As has been the TU Electric practice in past FSAR amendments, all changes described in the attachment have been evaluated for relative significance (i.e., the group number 1, 2, 3 or 4 following each chenge justification as discussed in TU Electric letter TXX-88467 dated June 1, 1988). In addition, all changes have been reviewed under the TU Electric 10CFR50.59 process and found not to include any "unreviewed safety questions."

Also, as originally described in TU Electric letter TXX-92286 dated May 31, 1992, Amendment 89 continued the process of incorporating into the FSAR text the responses to NRC questions contained in FSAR volumes XV, XVI and XVII.

Revision  :

Section 2.1.2.1.2 describes TV Electiic's authority and control to prevent unauthorized ingress into the Exclusion Area for the purpose of mineral rights exploration. Access control has been provided by the fact that all gates were either locked or guarded. The main gate has been manned with a

In the situation of an attempted ingress for the purpose of mineral rights exploration, this guard would not stop the ingress, but provide notification to the Supervisor who would subsequent notify the Control Room.

The FSAR description has been revised to state that every gate, except the main gate. is either locked or guarded and that a mobile patrol of the road to the Exclusion Area will be conducted on a random basis. The main gate will be the only unlocked gate in the Owner Controlled Area (OCA). The mobile patrol will be retained on each shift and will circulate through the OCA around the plant. This change does not decrease TV Electric's ability to control access to the Exclusion Area because the mobile patrol would provide sufficient observation of the Exclusion Area to ensure that unauthorized exploration does not occur.

This change has no impact on the Security Plan. The access control post addressed in this change is outside the Protected Area perimeter and its removal does not decrease the safeguards effectiveness of the Security Program.

Section 2.1.2.1.2, Mineral Rights, has been updated to reflect the recent acquisition of subsurface mineral rights within the Exclusion Area. Ingress for the purpose of excersing mineral rights in any area within 2250 feet of a seismic Category I building or within 2800 feet of either Containment Building (the External Hazard Free Zone (EHFZ)) is now prohibited by virtue of TV Electric ownership of the subsurface mineral rights or by deed restriction on the reserved mineral rights. A mineral owner or lessee still has no legal right to use physical force or to create a public disturbance to obtain access to the " outer areas" of the Exclusion Area (outside of the EHFZ) for the purposes of mineral exploration or extraction. TU Electric will still refuse to allow access to these outer areas unless the written agreement has been executed.

0&R Incorporation :

This is an editorial change to prepare the Q&R Section for deletion when the Updated FSAR (USAR) is prepared. Incorporation of the information in this response into Section 3.78.3.4, Basis for Selection of Frequencies, will bring the text into agreement with the Standard Review Plan (SRP) Section 3.7.3, Seismic Subsystem Analysis, Subsection II, Acceptance Criteria, Part 2.d., Basis for Selection of Frequencies. The SRP, in addition to stating the preferred relationship of subsystem and supporting sy: tem fundamental and dominant frequencies, also notes that use of equipment frequencies within this range is acceptable if the equipment is adequately designed for the applicable loads. This correlates with the meaning of existing FSAR text in this Section. The information provided in the response to this O&R will be preserved by incorporating the information into the FSAR text as described, thus allowing replacement of the response with a reference to Section 3.7B.3.4.

It stated that the potential exists, while attempting to align the RHR/LHSI pumps to the RCS hot legs, that a single failure of the RHR/LHSI hot leg header isolation NOV could result in the isolation of RHR/LHSI pumps from the Reactor Coolant System (RCS), in turn resulting in inadequate core cooling flow. Additionally, the operator may aggravate the situation by leaving the RHR/LHSI pumpr isolated from the RCS while attempting to diagnose and resolve the condition. This change addresses these concerns and encompasses those associated Westinghouse recommendations applicable for CPSES. The revised sequence of steps will enable the operator to more easily switch an SI pump back to providing cold leg recirculation (by leaving l the SI cold leg isolation valve open until flow to the hot leg header is verified) if it cannot be

successfully aligned for hot leg recirculation. The l content of the note reflects the Westinghouse recommendation to' provide guidance to the operator to realign the affected pump back to cold leg recirculation if the alignment for delivering hot leg recirculation flow from that pump is not successfully achieved. The note is shown to apply to three steps, which represent points in the evolution where the operator can determine if the alignment of a flow path for delivering hot leg l recirculation flow has been successful. This l revision to Table 6.3-7 is supported by a Safety l Evaluation which determined that no changes to the l Technical Specifications are required and no l Ur, reviewed Safety Question is involved.

Operation of the Atmospheric Drain Tanks without Nitrogen purge, as designed, was determined to be the major contributing factor to elevated dissolved oxygen levels in the Condensate System. The addition of a Nitrogen blanket to these tanks effectively eliminated this problem, thereby improving Secondary Chemistry and plant reliability.

The addition of nitrogen to these tanks will not significantly increase demand on the Nitrogen Supply System. Testing during Unit 1 operation via temporary modification determined that a nitrogen supply rate of approximately 1 scfm (per unit) reduces dissolved oxygen concentration to acceptable levels. The Nitrogen Supply System is classified as a non-nuclear safety class system, not required for safe shutdown or safety system operation.

Accordingly, addition of these nitrogen users presents no safety impact to operation of Units 1 & 2.
