DOCKET NOS. 50-445 AND 50-446 CONTAINMENT SPRAY PUMP RECIRCULATING PIPING SDAR: CP-87-55 (INTERIM REPORT)

Gentlemen:

On August 5, 1987, we verbally notified your Mr. H. S. Phillips of deficiencies involving the containment spray pump recirculation piping. Our latest interim report was logged TXX-6973 dated November 20, 1987. We have concluded this issue is reportable under the provisions of 10CFR50.55(e). The required information is as tollows.

Description The containment spray pump discharge minimum flow recirculation lines, downstream of the motor operated recirculation line isolation valves, were designed and installed as non-nuclear safety (NNS) class 5 seismically supported piping. This piping provides minimum cooling flow for the containment spray pumps after the pumps have started but before spray commences. Once containment spray has commenced, the recirculation path is automatically isolated. The FSAR and ANSI N18.2 require this piping be designed and installed in accordance with ASME B&PV Code Class 2.

Safety implications failure of this piping could result in the loss of the refueling water storage tank (RWST) water inventory necessary for containment spray and safety injection. This issue is a safety concern because the containment spray system prevents containment overpressurization during a LOCA or MSLB (inside containment). In the event this condition has remained undetected and had this piping failed concurrently with a LOCA or MSLB, the safety of plant operations could have been adversely affected.

A schedule for completion of the above corrective action will be contained in our next report, which will be submitted no later March 11, 1988.
