CAL ISSUED ALLOWING RESTART OF PALISADES On March 26, 1987, the licensee formally requested Region III to allow restart of the unit,
' which has been shutdown since May 19, 1986 (See PN0-III-86-49).
,.On March 27, 1987, the' Acting Regional Administrator issued a Confirmatory Action Letter to the licensee permitting restart of the plant and the power ascension program. Region III i
(Chicago) plans to continue its augmented inspection coverage during restart activities.
l The licensee has agreed to notify Region III prior to leaving power ascension levels of 30, 60, and 80 percent reactor power.
i Following Region III's approval, the licensee was preparing for restart when a reactor instrument channel malfunctioned. The licensee is making repairs. Restart is expected
! to occur on March 28 or 29.
