Dear Mr. Denton:

Reference (a) transmitted a proposed amendment to Facility Operating License Nos. DPR-39 and DPR-48, Appendix A, Section 4.3, Reactor Coolant System. That change would allow Zion's steam generator tubes to be repaired by sleeving. Reference (b) provided a description of the specific sleeving methodology to be utilized at Zion Station. This submittal is providing a revision to the proposed change. This revision incorporates requirements on both the inspection of sleeves and a specific reference to combustion Engineering, Inc., Report No. CEN-331-P, Revision 1-P.

Reference (a) referred to tha utilization of "an NRC approved sleeving method". Reference (b) transmitted Combustion Engineering Inc.

Report No. CEN-331-P, Revision 1-P for NRC review and approval. Commonwealth Edison has reviewed this licensing approach and has decided to incorporate a reference to the Combustion Engineering sleeving methodology into the Zion Technical Specifications. Thus, the report transmitted with reference (b) should now be considered as a part of Commonwealth Edison's amendment request.

A complete set of revised Technical Specification pages are included in Attachment 1. Please replace the proposed revision submitted in reference (a) with Attachment 1. This revision also incorporates specific requirements on the future inspection of ste.sm generator tube sleeves. These requirements replace the commentments made in Attachment 1 of reference (b).

Attachment 2 provides a revised demonstration that this issue involves a no significant hazards consideration replacing Attachment 3 of reference (a). The proposed arrendment has received on-site and off-site review and approval.

Mr. H. R. Denton September 2, 1986 Zion Unit 1 is scheduled to begin a refueling outage on September 4, 1986. The currently scheduled time period for steam generator plugging /

slesving is October 7-21. Therefore, Commonwealth Edison Company is requesting an expedited NRC review of this proposed amendment in order _that the sleeving option may be exercised during the upcoming outage.

Commonwealth Edison is prepared to support this request in whatever manner may become necessary.

A $150.00 fee remittance was enclosed with reference (a) in accordance with 10 CPR 170. As provided by 10 CFR 50.91, the State of Illinois is being notified of this amendment request by transmittal of a copy of this letter and the attachments.
