Attachment 1 to this letter is a proposed amendment to Facility Operating License Nos. DPR-39 and DpR-48, Appendix A, Section 4.3, Reactor Coolant System. This change will allow Zion's steam generator tubes to be repaired, if needed, by utilizing the Westinghouse Electric Corporation mechanical sleeving methodology. This amendment request will result in Commonwealth Edison Company's ability to utilize either the sleeving methodology developed by Westinghouse Electric Corporation or that developed by Combustion Engineering, Inc. The Combustion Engineering sleeving

) methodology was approved for use at Zion Station in the referenced letter.

The creation of this flexibility will produce a more competitive atmosphere surrounding the procurement of sleeving services for Zion Station. These services may also be expanded to include integrated refueling outage coordination. This would allow both a more efficient refueling process and the reallocation of Commonwealth Edison's resources to place more emphasis on preventive maintenance.

Attachment 2 provides a brief description of the proposed amendment along with a technical justification. Attachment 3 to this letter is a

The proposed amendment has received on-Site and off-Site revie'd and approval.

Attachment 4 contains one copy of WCAP 11669, Zion Units 1 and 2.

l Accordingly, Commonwealth Edison Company requests that the l information which is proprietary to Westinghouse be withheld from public disclosure in accordance with 10 CFR Section 2.790 of the Commission's regulations. Correspondence with respect to the proprietary aspects of the Application for Withholding or the supporting Westinghouse affidavit should reference CAW-87-126 and should be addressed to R. A. Wiesemann, Manager Regulatory and Legislative Affairs, Westinghouse Electric Corporation P.O.

Box 355, Pittsburgh, Pennsylvania 15230-0355.

A $150.00 fee remittance is enclose 6 in accordance with 10 CFR 170. As provided by 10 CFR 50.91, the State of Illinois is being notified of this amendment request by transmittal of a copy of this letter and the atte.chments.

This amendment request solely addresses the installation of Westinghouse Electric Corporation mechanical sleeves at Zion Station. There will be no change in either the radiological or non-radiological effluents from those previously evaluated in the Final Environmental Statement.

Zion Unit I will undergo a scheduled refueling outage beginning on February 25, 1988. In order to exercise the flexibility described above during this Unit 1 outage, Commonwealth Edison Company has established a target date of March 18 1988 for obtaining NRC approval for this proposed amendment. Therefore, Commonwealth Edison personnel are available to meet with NRC staff members, if necessary, to expedite the review process.

In addition to the five Attachments discussed above, four copies of the proprietary and nine nonproprietary versions of WCAP 11669 are enclosed for NRC review. If there are any further questions regarding this matter, please contact this office. >
