ZION NUCLEAR POWER STATION. UNIT 1 AMENDMENT TO FACILITY OPERATING LICENSE Amendment No. 148 License No. DPR-39 1.

The Nuclear Regulatory Commission (the Commission) has found that:

A.

The application for amendment by Commonwealth Edison Company (the licensee) dated December 22, 1992, complies with the standards and requirements of the Atomic Energy Act of 1954, as amended (the Act) and the Commission's rules and regulations set forth in 10 CFR Chapter I; B.

The facility will operate in conformity with the application, the provisions of the Act, and the rules and regulations of the Commission; C.

There is reasonable assurance (i) that the activities authorized by this amendment can be conducted without endangering the health and safety of the public, and (ii) that such activities will be conducted in compliance with the Commission's regulations; D.

The issuance of this amendment will not be inimical to the common defense and security or to the health and safety of the public; and E.

The issuance of this amendment is in accordance with 10 CFR Part 51 of the Commission's regulations and all applicable requirements have been satisfied.

2.

Accordingly, the license

  • is amended by changes to the Technical Specifications as indicated in the attachment to this license amendment, and paragraphs 2.C.(2) and 2.C.(5) of Facility Operating License No.

DPR-39 are hereby amended to read as follows:

Technical Specifications The Technical Specifications contained in Appendices A and B, as revised through Amendment No. 148, are hereby incorporated in the license. The licensee shall operate the facility in accordance with the Technical Specifications.

(5)

The licensee shall implement and maintain in effect all provisions of the approved Fire Protection Program as described in the (Updated) Final Safety Analysis Report for the Zion Nuclear Power Station and as approved in the SERs dated March 10, 1978, May 26, 1978, June 26, 1978, February 14, 1979, April 13, 1979, March 24, 1080, November 24, 1980, December 9, 1980, March 7, 1983, June 7, 1988, January 7, 1991, August 27, 1993, and August 31, 1993, subject to the following provision:

The licensee may make changes to the approved Fire Protection Program without prior approval of the Commission only if those changes would not adversely affect the ability to achieve and maintain safe shutdown in the event of a fire.

3.

This license amendment is effective as of the date of its issuance and shall be implemented within 45 days from its date of issuance.

(4) The licensee shall not operate the reactor in Mode 1 or 2 (as defined in Technical Specification Table 1.1) with less than four (4) reactor coolant loops in operation until safety analyses for less than four loop operation have been submitted and approval for less than four loop operation in Mode 1 or 2 has been granted by the Commission by amendment to this license.

(5) The licensee shall implement and maintain in effect all provisions of the approved Fire Protection Program as described in the (Updated)

Final Safety Analysis Report for the Zion Nuclear Power Station and as approved in the SERs dated March lo, 1978, May 26, 1978, June 26, 1978, February 14, 1979, April 13, 1979, March 24, 1980, November 24, 1980, December 9,1980, March 7,1983, June 7,1988, January 7,1991, August 27, 1993, and August 31, 1993, subject to the following provision:

The licensee may make changes to the approved Fire Protection Program without prior approval of the Commission only if those changes would not adversely affect the ability to achieve and maintain safe shutdown in the event of a fire.

(6) The licensee shall fully implement and maintain in effect all provisions of the Commission-approved physical security, guard training and qualification, and safeguards contingency plans including amendments made pursuant to provision of the Miscellaneous Amendments and Search Requirements revisions to 10 CFR 73.55 (51 FR 27817 and 27822) and to the authority of 10 CFR 50.90 and 10 CFR 50.54(p). The plans, which contain Safeguards Information protected under 10 CFR 73.21, are entitled:

" Zion Nuclear Power Station Security Plan," with revisions submitted through September 22, 1993;

" Zion Power Station Training and Qualification Plan," with revision submitted through March 2, 1993; and " Zion Nuclear Power Station Safeguards Contingency Plan," with revisions submitted through December 4, 1992. Changes made in accordance with 10 CFR 73.55 shall be implemented in accordance with the schedule set forth therein.

(7) Spent Fuel Pool Modification The licensee is authorized to modify the spent fuel pool as described in the application dated January 15, 1992, as supplemented October 2 and 16, 1992.

(a) Deleted (b) No loads heavier than the weight of a single spent fuel assembly plus the tool for moving that assembly shall be carried over fuel stcred in the spent fuel pool.

The spent fuel handling tool, the burnable poison tool, the rod cluster control changing fixture and the thimble plug shall not be carried at heights greater than two feet over fuel stored in the spent fuel pool.
