Attachment 1 to this letter outlines a proposed amendment to facility Operating License Numbers DPR-39 and DPR-48 Technical Specifications, Appendix A. The proposed amendment requests the removal of Section 3/4.17.2, " Aircraft Fire Detection System" from the Technical Specifications.

The justification for the request for the removal of the Aircraft Fire Detection System is premised on a comparison of the existing and projected operations at Waukegan Regional Airport to the guidance that exists in the Standard Review Plan, Section 3.5.1.6 " Aircraft Hazards" (Rev. 2-July 1981). This evaluation was performed by the Fluor Daniel Corporation and the study concluded that the probabilities of aircraft crash are sufficiently low enough to warrant removal of Aircraft Fire Detection System at Zion Station. Attachment 2 to this letter contains one copy of the report entitled, " Aircraft Crash Fire Detection-System Analysis Probabilities Risk Evaluation".

Attachment 3 to this letter contains a No Significant Hazards Review and provides a demonstration that the proposed change warrants no significant hazards consideration.

Zion Station is presently implementing the final modifications, procedure revibions etc. to address the Human Engineering Deficiencies (HED) that resulted from the Detailed Control Room Design Review (DCRDR). HED 0279 identified seven Control Room annunciators which routinely produce false alarms. The aircraft fire detection annunciator was included in this population. Corrective action has been taken to address six of the annunciators. Approval of this proposed Technical Specification amendment would allow the Station to initiate at a minimum, a Temporary Alteration (T/A) to defeat the input to this annunciator and close out the HED. This T/A would be initiated within 3 to 4 weeks after receipt of the approved Technical Specification amendment.
