Attachment 1 to this letter is a proposed amendment to Facility Operating Licenese Nos. DPR-39 and DPR-48, Appendix A, Section 4.3, Reactor Coolant System. This change will allow Zion Station's Steam Generator tubes to be repaired, if needed, by utilizing the Bechtel-KWU Alliance sleeving.

methodology. The existing Technical Specifications have been previously separately amended to permit utilization of the Combustion Engineering (Reference [a})-and the Westinghouse (Reference (b)) processes for steam generator tube sleeving. The addition of the Bechtel-KWU Alliance methodology as an approved alternative repair method would provide Zion with the flexibility necessary to continue with the philosophy of using an integrated-refueling outage coordination.

Attachment 2 provides a brief description and technical justification of the proposed amendment.

Attachment 3 to this letter provides a demonstration that the issue involves no significant hazards consideration.

Attachment 4 contains one copy of BKAT-01-P, Revision 1, dated April, 1989, " Topical Report: Repair of Defective Steam Generator Tubes by Sleeving." _Since Attachment 4 contains information proprietary to Universal Testing Laboratories, it.ls supported by an affidavit signed by Universal

-Testing Laboratories, the owner of the information. This affidavit sets forth the basis on which the information may be withheld from public disclosure by the Commission and addresses the considerations listed in paragraph (b) (4) of Section 2.790 of the Commission's regulations. Accordingly, Commonwealth 3 Edison Company requests that the information which is proprietary to Universal Testing Laboratories be withheld from public disclosure in accordance with 10CFR Section 2.790 of the Commission's regulations. .,

Zion, Unit 1, is scheduled to begin a Fall, 1989 Refueling Outage on September 11, 1989. Many of the contracts for augmented requirements to

' provide special services to support the outage have been decided, and it appears that Bechtel-KWU Alliance has been included in that decision.

Consequently, Commonwealth Edison requests an expedited review of this proposed amendment and would greatly appreciate NRC approval by September 1, 1989. Our personnel are available to meet with NRC personnel, if necessary, to assist'in the review.

In addition to the five Attachments discussed above, three copies of the proprietary versions of BKAT-01-P, Revision 1 are enclosed for NRC review.

As provided by 10CFR50.91, the State of Illinois is being notified of' this amendment by transmittal of this letter and the nonproprietary attachments.
