ZION NUCLEAR POWER STATION, UNIT 1 AMENDMENT TO FACILITY OPERATING LICENSE Amendment No. 113 License No. DPR-39 1.

The Nuclear Regulatory Comission (the Comission) has found that:

A.

The application for amendment by Comonwealth Edison Compan.y (the licensee) dated November 26, 1986, January 14, 1988 and June 3,1988 complies with the standards and requirements of the Atomic Energy Act of 1954, as amended (the Act) and the Comission's rules and regulations set forth in 10 CFR Chapter I; B.

The facility will operate in conformity with the application, the provisions of the Act, and the rules and regulations of the Comission; C.

There is reasonable assurance (i) that the activities authorized by this amendment can be conducted without endangering the health and safety of the public, and (ii) that such activities will be conducted in compliance with the Comission's regulations, D.

The issuance of this amendment will not be inimical to the common defense and security or to the health and safety of the public; l

The issuance of this amendment is in accordance with 10 CFR Part 51 of the Comission's regulations and all applicable requirements have been satisfied.

2.

Accordingly, paragraph 2.C(6) of Facility Operating License N'.

DPR-39 is hereby amended to read as follows:

t The licensee shall fully implement and maintain in effect all provisions of the Commission-approved physical security, guard training and qualification, and safeguards contingency plans including amendments made pursuant to provision of the Miscellaneous Amend.nents and Search Requirements revisions to 10 CFR 73.55 (51 cR 27817 and 27822) and to the authority of 10 CFR 50.90 and 10 CFR 50.54(p).

The plans, which contain Safeguards Information protected under 10 CFR 73.21, are entitled: "Zion Nuclear Power Station Security Plan," with revisions submitted through June 30, 1988; "Zion Power Station Training and Qualification Plan," with revision submitted through February 16, 1984; and "71on Nuclear Power Station Safeguards Contingency Plan," with revisions submitted through February 1, 1984.

Changes made in accordance with 10 CFR 73.55 shall be implemented in accordance with the schedule set forth ther,ein.

3.

This license amendment is effective as of the date of its issuance.

The Nuclear Regulatory Comission (the Comission) has found that:

Accordingly, paragraph 2.C(6) of Facility Operating License No. OPR-48 s hereby amended to read as follows:

The licensee shall fully implement and maintain in effect all provisions of the Comission-approved physical security, guard training and qualification, and safeguards contingency plans including amendments made pursuant to provision of the Miscellaneous Amendments and Search Requirements revisions to 10 CFR 73.55 (51 FR 27817 and 27822) and to the authority of 10 CFR 50.90 and 10 CFR 50.54(p).
