to D.L. Farrar transmitting the SER for Technical Specification Amendment Nos. 84 and 74 Gentlemen: to this letter outlines a proposed amendment to Facility Operating License NumberF DPR-39 and DPR-48, Technical Specifications, Appendix A.

The proposed amendment requests a change to the out of service period associated with an inoperable diesel generator (DG) specifically as it.

l applies to the "O" (common) diesel generator.

The "O" diesel generator is shared between Units 1 and 2, and the existing Technical Specification Section 3.15.2.C permits reactor operation for 7 days, if the "O" diesel generator becomes. inoperable. This amendment request would modify Section 3.15.2.C of the Technical Specifications to permit the allowable out of service period for the "O" diesel generator to be extended f rom 7 days to 45 days for a one-time maintenance overhaul. The proposed extension to 45 days is necessary in order to perf,rm the extensive maintenance overhaul to the diesel generator in conformance with the manufacturer's recommendation that such overhaul be performed at five year intervals. This maintenance overhaul is scheduled to begin at the beginning of the Unit 1, 1989 Fall Refueling Outsge (presently scheduled from September 11 through November 20, 1989).

During the proposed 45-day maintenance overhaul period, the remaining diesel generators shall be verified to be operable on a daily basis.

Also, additional caution will be exercised to ensure that the minimum number of components, as described in the FSAR, remain operable whenever ESF-related equipment is either taken or discovered to be out of service.

May 11, 1989 The request for an extension of the allowable out of service period contained in this submittal is similar to the relief request that was granted in Amendment Nos. 84 and 74 dated March 12, 1984. to this letter contains a No Significant Hazardous Review and provides a demonstration that the proposed change warrants no significant hazards consideration.

Commonwealth Edison requests an expedited review of this proposed amendment and would greatly appreciate NRC approval by September 1, 1989, in order to ensure orderly planning of the scheduled outage.

As provided by 10 CFR 50.91, the State of Illinois is being notified of this amendment request by transmittal of this letter and attachments.
