Dear Mr. Denton:

to this letter is a proposed amendment to Facility Operating License Nos. UPR-39 and DPR-48, Appendix A, Figure 3.2-9, Hot Channel Factor Normalized Operating Envelope for Units 1 and 2.

This change will correct an error in the existing Technical Specifications. The current Figure 3.2-9 was originally submitted in Reference (a) and was approved by the NRC in reference (b). The error involved the calculated value for K[z]

at the twelve foot level. contains a report which both explains the historical background ar.d describes the calculational procedure utilized in the development of the proposed change. This more conservative figure has been in use at Zion Station since the problem was discovered. Thus, this error did not have any safety significance. A complete discussion of this issue is contained in reference (c). to this letter is a demonstration that the issue involves ne significant hazards consideration. The proposed amendment has received Or.-site and Off-site review and approval.
