Zion Nuclear power Station Units 1 and 2 proposed Amendment to Facility Operating License Nos. DpR-39 and DpR-48 Technical Specifications Appendix A.

Sections 3.2,3.4, 3.8 and 3.9 Gentlemen:

Attachment 1 to this letter is a proposed amendment to Facility Operating License Nos. DpR-39 and DpR-48, Appendix A, Sections 3.2,3,4, 3.8 and 3.9. This change will authorize Zion Station to remove the Boron Injection Tank (BIT) and the associated piping, valves and heat trace for recirculation between the BIT and the Boric Acid Tanks (BAT). This amendment request will result in cperational and safety benefits for the station. presently, the negative effec, of the high boric acid concentration in the BIT and BAT systeu necessitates frequent BAT transfer pump seal repair, heat trace repairs and entries into Technical Specification, Limiting Conditions of Operation to accomplish these repairs. The detrimental consequences of high boric acid concentrations has also been previously acknowledged by the NRC as a potential contributing factor to ECCS inoperability. This proposed change would alleviate some of these concerns.

Attachment 2 contains a brief description and summary of the proposed changes.

Attachment 3 to this letter provides a technical justification for the modification.

Attachment 4 provides the information to demonstrate that the proposed changes involve a no significant hazards consideration.

Attachment 5 contains the report for the "Boron Concentration Reduction / Boron Injection Tank Elimination for Zion Units 1 and 2'by J.C.

As provided by 10CFR 50.91, the State of Illinois is bsing notified of this amendment request by transmittal of a copy of this letter and attachments.

Zion Unit 2 is presently planning for a scheduled refueling outage beginning on October 20, 1988.- Commonwealth Edison hopes to accomplish some of these proposed charpes during this outage and has established a target date of October 1, 1988 for obtaining NRC approval of this proposed amendment. Therefore, Commonwealth Edison personnel are available to meet with NRC staff members, if necessary, to facilitate the review process.
