Proposed Improved Technical Specifications '

NRC Docket Nos. 50-295 and 50-304 In previous submittals, Commonwealth Edison requested, pursuant to 10 CFR 50.90, a i proposed amendment to Facility Operating Licenses DPR-39 and DPR-48. The proposed amendment would completely revise the Technical Specifications (Appendix A to the Operating Licenses), using the guidance provided in NUREG-1431 (September 1992); " Standard Technical Specifications, Westinghouse Plants" to produce a set of Improved Technical Specifications (ITS) for Zion Station.

The purpose of this letter is to supplement Commonwealth Edison's previous submittals with a proposed change to Section 5.0, Administrative Controls. The purpose of the l proposed change is to add a discussion of the position and duties of licensed operators and senior licensed operators to Section 5.3, Oualification.

10 CFR Part 55 requires a discussion of the position and duties of licensed operators and senior licensed operators in the facility's technical specification. With the deletion of the minimum staffing tables under the generic Improved Technical Specifications, there is no longer any discussion in the Zion Improved Technical Specifications. Attachment 1 is a review package for proposed changes to Section 5.3, Oualification, that adds a reference

to the 10 CFR 50.54(m) discussion of licensed and senior licensed operator duties.

This proposed supplement has been reviewed and approved by Commonwealth Edison Onsite and Offsite Review groups in accordance with Commonwealth Edison procedures.

There are no changes needed to the Significant Hazards Discussion or the

- Environmental Assessment Statement for ITS.
