Attachment 1 to this letter in a proposed amendment to Facility Operating License Nos. DPR-39 and DPR-48, Appendix A, Sections 3.3.2.G &

4.3.2.G-Low Temperature overpressure protection. This proposed amendment reflects the Standardized Technical Specification (STS) format. In addition, it allows for simultaneous charging pump operation during pump realignment and reduces the allowable time period for depressurization following the failure of a Power Operated Relief Valve (PORV).

Attachment 2 provides a detailed description of the proposed amendment and compares the proposed change to the existing guidance contained in the Standardized Technical Specifications, NUREG - 0452, Revision 4. This description identifies and justifies the proposed variations from the STS.

The proposed amendment also incorporates the flexibility to operate two centrifugal charging pumps for short durations of time to allow for the maintenance of reactor coolant pump (RCP) seal injection to be maintained during pump switchover operations. The amount of time in which two charging pumps will be operated simultaneously is extremely small. This flexibility is needed to preclude the potential for debris induced RCP seal failure induced by seal back flow during the interruption of seal injection.

Attachment 3 contains Commonwealth Edison Company's demonstration that this proposed amendment does not involve a significant hazards consideration. This change has received on-site and Off-site review and approval.

A $150.00 remittance is enclosed in accordance with 10 CFR 170. As provided by 10 CFR 50.91, the State of Illinois is being notified of this amendment request by transmittal of a copy of this letter ar,d t e
