Dear Mr. Denton:

Attachment 1 to this letter is a proposed amendment to Facility Operating License Nos. DPR-39 and DPR-48, Appendix A, Sections 3/4.3.2 -

Pressurization and System Integrity. This change provides a revised set of heatup and cooldown limitation curves for Zion Station. This amendment request is required to extend the current limitations from an expiration exposure of eight effective full power years (EFPY) to 15 EFPY.

Zion Unit 2 is expected to acquire eight EFPY of exposure in mid-February of 1987. Zion Unit I will not reach eight EFPY of exposure until May of 1987. Reactor operation beyond eight EPFY of exposure will result in Section 3.3.2.A of the Technical Specifications containing outdated guidance. This guidance is utilized to perform heatup and cooldown operations.

Attachment 2 provides a brief explanation of each of the elements of this proposed amendment. Attachment 3 provides a copy of WCAP-11247 which describes the calculational process utilized in the generation of these new curves. Additional information utilized in the development of this proposed amendment is contained in WCAP-10902 previously transmitted to you by the referenced letter. The revised curves have been generated utilizing surveillance capsule data in accordance with Regulatory Guide 1.99, Revision 2.

Attachment 4 contains Commonwealth Edison Company's demonstration that the proposed amendment does not involve a significant hazard consideration. This change has also received On-site and Off-site review and approval.

Mr. H. R. Denton December 5, 1986 As discussed above, the Zion Units are approaching the current exposure limitations for the heatup and cooldown curves contained in the Technical Specifications. Thus, Commonwealth Edison Company personnel will be available for a meeting, if needed to facilitate your review.

A $150.00 check is enclosed in accordance with 10 CFR 170. As provided by 10 CFR 50.91, the State of Illinois is being notified of this amendment request by transmittal of a copy of this letter and the attachments.

If you have any questions regarding this matter, please direct them to this office.

Three (3) signed originals and thirty-seven (37) copies of this transmittal and its attachments are hereby provided for your review.
