, Gentlemen:

The referenced letter transmitted a proposed amendment to Facility Operating License Nos. DPR-39 and DPR-48, Appendix A, Section 3.3.2 l

'(Pressurization'and System Integrity) and Section 3.3.4 (Structural j Integrity). That change would modify the Zion Technical Specifications to ]

remove references to the initial base line inservice inspection and to a l specific version of the ASME Section XI code. A conference call was held on '

j March 3,_1987 between Commonwealth Edison personnel, J.A. Norris, and other j members of the NRC staff. That teleconference identified the need to make minor alterations to the proposed amendment. Those alterations are included in this submittal.

The alterations requested by the NRC Staff constitute l clarifications of the original proposal transmitted by the referenced I letter. A complete set of revised pages are included in the Attachment _to  !

this letter. Please replace the original, proposed amendment contained in {

-Attachment 1 of the referenced letter with the corresponding pages contained  !

in the Attachment to this letter.  !

Commonwealth Edison Company's demonstration that this proposed amendment does not involve a significant hazards consideration was contained in Attachment 2 to the referenced letter. That demonstration remains valid.

This revised change has received 'on-site and off -site review and approval. As provided by 10 CFR 50.91, the State of Illinois is being notified of this amendment by transmittal of this letter and the attachment.
