Zion Station Units 1 and 2 Application for Amendment to facility Operating Licenses DPR-39 & DPR-48 Appendix A, Technical Specifications Technical Specification Amendment Request No. 91-11 HRC_QoIkeLHo3J0-295 and 50-104

Dear Dr. Murley:

Pursuant to 10CFR50.90 Commonwealth Edison Company 1(CECO) proposes to amend facility Operating Licenses DPR-39 and DPR-48 and their associated Appendix A Technical Specifications. The amendment request proposes to

  • relocate the Fire Protection Technical Specifications to an owner-controlled document consistent with the_ guidance provided in NRC Generic-Letters 86-10 and 88-12. Related changes are also proposed for the Table of Contents, List of Tables, Administrative Controls and Special Reports sections of.the Technical Specifications. In addition, the current fire protection License t- conditions will be replaced with the standard License condition recommended in l Generic Letters 86-10 and 88-12.

L Attachment A includes a discussion of several fire protection 2 _

l- -administrative controls issues identified in the staff's March 10, 1978 Safety" l_

Evaluation Report (SER) which have not been closed out via supplemental SER.

Attachment E provides additional information which reinforces CECO's previous

! response to these staff concerns. The information presented in Attachment E should allow the staff to issue a final SER resolving this area of concern. '

Due to the wording of the proposed License condition, the staff will.need to Issue this final SER prior to,-or concurrent with, the approval of this proposed amendment.

This amendment request is subdivided as follows:

1. Attachment A provides a Description and Safety Analysis of the proposed change.
2. Attachment B includes marked-up Technical Specification pages with the requested changes indicated. Attachment B also includes typed I copies of the revised Technical Specification pages.

3. ' Attachment C describes Ceco's evaluation performed in accordance with 10 CFR'50.92(c), which confirms that no significant hazards consideration is involved.
4. Attachment D provides the Environmental Assessment.-
5. Attachment E provides documentation supporting the closure of the remaining open items regarding fire protection administrative controls.

This proposed amendment has been reviewed and approved by both On-site and Off-site Review in accordance with Commonwealth Edison procedures.

. Commonwealth Edison is notifying the State of Illinois of our application for amendment by transmitting a copy of this letter and its enclosures to the designated State office.

Commonwealth Edison requests.that this amendment be effective as of the date of its issuance, to be implemented within 45 days from the date of issuance.
