Gentlemen:

. to this letter is a proposed snendment to Facility Ope ating Licenses Nos. DPR-39 and DPR-48, Appendix A, Section 4.0.3 and 4.0.4, General Surveillance Requirements.

In addition to the proposed changes to tha General Surveillance Requirements, in themselves, changes are also proposed to Section 3.3.1.F, Reactor Coolant System, Operational Components-Relief. Valves, and Section 3.9.3.A, Containment Isolation-Containment Isolation Valves. These latter changes reflect the new guidance of the proposed General Surveillance Requirements and/or an upgrade to the requirements of Standardized Technical Specifications (STS).

i The proposed changes are consistent with the guidance contained in Generic Letter 87-09 dated June 4, 1987 which was issued to address several problems that were related to the General Limiting Conditions of Operations (LCO) of the STS.

A summary of these changes is contained-in Attachment 2. to this letter contains a No Significant Hazards Review and provides a demonstration that the proposed change warrants no significant hazards consideration.

A previous submittal, dated December 8, 1988, also proposed a change to Section 3.9.3, Containment Isolation. However, none of the changes that are contained in this submittal are in conflict with the former submittal.

As provided by 10 CFR 50.91, the State of Illinois is being notified of this amendment request by transmittal of this letter and attachments.
