Gentlemen:

l Attachment 1 to this letter is a proposed amendment to Facility l Operating License Nos. DPR-39 and DPR-48, Appendix A. This amendment request will modify Technical Specification Section 4.15.1.E (125 Volt Batteries) in the existing Technical Specifications.

This proposed change will upgrade Zion Station's program for verifying the existence of adequate battery capacity. In addition, NUREG-0452, Standardized Technical Specifications (STS), rev._4, has been reviewed and utilized in developing this proposed change.

l Attachment 2 to this letter provides both a description of the proposed amendment and a comparison with the analagous battery service and performance test requirements contained in the STS. Attachment 3 to this letter is a demonstration that the issue involves no significant hazards consideration. The proposed amendment has received on-site and off-site review and approval.

In accordance with 10 CFR 170, a fee remittance in the amount of

$150.00 is enclosed. As provided by 10 CPR 50.91 the State of Illinois is being notified of this amendment request by transmittal of this letter and attachments.

US NRC December 9, 1987 This amendment request solely addresses the performance of electrical battery testing at Zion Station. There will be no change in either the radiological or non-radiological effluents from those previously evaluated in the Final En'/ironmental Statement.
