TEMPERATURE LC0 4.0 and BASIS 1. Separated this into three ,

sections and added a Specification to address requirements for determining the CALCULATED BULK CORE 1 TEMPERATURE. Figures to determine this temperature and the appropriate time interval are provided. A time limit for interrupting i forced circulation is specified and a BASIS has been added to discuss and justify this concept.
