Request For Rewording of Technical Specification LC0 4.2.2 Basis.

Dear Mr. Hebdon:

Public Service Company of Colorado (PSC) is in the process of modifying operation of the Fort St. Vrain Backup Bearing Water System (BUBW) from requiring automatic operation.to permitting either automatic or reanual operation. The BVBW is not classified as a Class I,

Safe Shutdown, or Safety Related system at Fort St. Vrain. The BUBW is a helium circulator auxiliary system.

It is not required to be operable by the. Fort St. Vrain Technical Specifications in order to consider the associated helium circulator (s) operable.

However, the basis for Technical Specification LCO 4.2.2 does describe the

.BUBW as being automatically available.

This letter is to request your concurrence in rewording the fourth sentence of the basis of LCO 4.2.2 to read "In addition, a backup bearing water system is provided which can be used to introduce water to the circulators if the normal supply fails." At the same time, your concurrence is requested to correct the second sentence from "one circulator" to "two circulators."

This correction is in agreement with FSAR Section 14.11.2.2.

'The' BUBW is. now maintained in a standby condition and may be used' when normal bearingJ water is not available in accordance with Emergency Operating Procedure (EOP) 3. (The' manual initiation of'BUBW-has recently been transferred from PSC's' Abnormal Operating Procedure

'(AOP). 21-02 to Emergency Operating Procedure (EOP) 3.) 'The Fort.St.

~Vrain.HTGR has four. circulators. As described.in the. enclosed Safety

' Evaluation,.the ~ accident-analyses for Fort.St. Vrain requires _the operation of.one circulator after 90 ' minutes for-: safe shutdown cooling.

oA highly ~. improbable depressurization accident..(DBA-2) requires'two circulators to be operating within160 minutes.for safe Jshutdown cooling.

The BUBW is fully capable of supplying Bearing' Water:to two circulators. All four circulators are required to' attain full power operation modeled.in the Accident Analyses. A loss of one

loop (2 circulators) leaves two circulators operating which.'is-adequate.to. satisfy-safe shutdown cooling requirements for all postulated accident conditions without additional emergency measures.
