AMENDMENT TO POSSESSION-0NLY LICENSE l
Amendment No. 89 License No. DPR-34 1.
The Nuclear Regulatory Commission (the Commission) has found that:
l A.
The application for amendment filed by the Public Service Company of Colorado (the licensee), dated April 3,1997, complies with the standards and requirements of the Atomic Energy Act of 1954, as amended (the Act), and the Commission's regulations as set forth in

10 CFR Chapter I; l
B.
The facility will be maintained in conformity with the application, l
the provisions of the Act, and the regulations of the Commission; 1
C.
There is reasonable assurance that: (i) the activities authorized by this amendment can be conducted without endangering the health l
and safety of the public, and (ii) such activities will be conducted in compliance with the Commission's regulations; 1
D.
The issuance of this amendment will not be inimical to the common defense and security, nor to the health and safety of the public; and l
E.
The issuance of this amendment is in accordance with 10 CFR Part 51 of the Commission's regulations, and all applicable requirements have been satisfied.
l 2.
Accordingly, the license is amended by adding paragraph 2.D.6 of Possession-Only License No. DPR-34, to read as follows:
(6) All required elements of the Fort St. Vrain License Termination Plan are included in the approved Fort St. Vrain Decommissioning Plan, the approved " Supplement to Applicant's Environmental Report - Post-0peratine License Stage - Decommissioning," and the approved Final Radiation Survey Plan. The Fort St. Vrain License Termination Plan is approved by License Amendment No. 89.
