Tht Nuclear Regulatory Con.ission (the Comission) has found that:
A.
The subrittal by Public Service Corpany of Colorado (the licensee) dated December P.19F6. as supplemented October ?? 1987 and July 15 4
19FF. corrply with the standards and requirements of the Atonic Entrgy Act of 19F4. as atended (the Act), and the Congnission's rules and regulations set forth in 10 CFR Chapter I; B.
The facility will operate in conforrity with the appiteation, as amended, the provisions of the Act, and the rules and regulatiers of the Comission; C.
There is reasonable assurance:
(1) that the activities authorized by this arendrent can be conducted without endangering the health and safety of the public, and (11) that such activities will be l
conducted in corpliance with the Comission's regulations; l
D.
The issuance of this license amendrent will not be inimical 1.0 the com en defense and security or to the health and safety of the public; and i
E.
The issuance of this amesidrent is <n accordance with 10 CFR Part 51 cf the Comission's regulations and all applicable requirerents have beer. satisfied.

Accordingly, the license is amended by changes to the Techniedl Specifications as indicated in the attachment to this license anendnent, and paragraph 2.D(3) of Facility Operating License No. DPR-34 is hereby atended to read as follows:
The licensee shall fully implement and maintain in effect all provisions of the Cerrission-approved physical security, guard training and qualification, and safeguards contingency plans including amendments made pursuant to provisions of the Yiscellaneous Arendments and Search Requirements revisions to 10 Cth 73.55 (51 FR 27817 and 27822) and to the authority of 10 CFR 50.90 and 10 CFR 50.54(p). The plans, which contain Safeguards Information protected under 10 CFR 73.21, are entitled:
"Fort St. Vrain Security Plan," with revisions sulritted through July 15, 1988; "Fort St. Vrain Guard Training and Qualification Plan," with revisions sutmitted through February 27, 1987; ind "Fort St. Vrain Safeguards Contingency Plan " with revisions submitted through February 27, 19F7.
Changes rade in accordance with 10 CFR 73.55 shall be implemented in accordance with the schedule set forth therein.

The license amendnent is effective as nf its date of issuance.
