Facility License No. DPR-34 is hereby issued -to the Public Service Company of Colorado to read as follows:
A.
This license applies to the Fort St.
Vrain Nuclear Generating Station, a high temperature gas-cooled nuclear reactor and associated equipment (the facility) owned by the Public Service Company of Colorado.
The facility is located near Platteville, in Weld County, Colorado, and is described in the Decommissioning Plan as supplemented and amended and the Environmental Report as supplemented and amended.
B.
Subject to the conditions and requirements incorporated herein, the Commission hereby licenses the Public Service
- Company of Colorado:-
(1) Pursuant to Section 104b of the Act and 10 CFR Part 50,-
" Domestic Licensing of Production and Utilization Facilities," to possess but not operate the facility at the designated location near Platteville in Weld County, Colorado.- and to decommission the facility as described in the-licensee's Dec-mmissioning Plan, as supplemented and amended.
(2) Pursuant to the Act and 10 CFR Parts 30, 40 and 70, to receive, possess, and use at any time any byproduct, source and special nuclear material as sealed sources
-for radiation monitoring equipment calibration, in amounts as required; (3) Pursuant to-the-Act and 10 CFR Parts 30, 40, and 70, to receive, possess and use in - amounts as required any byproduct, source or special nuclear material without restriction to chemical or physical
- form, for _ sample analysis or instrument calibration or associated with radioactive apparatus or components;.and i

receive and possess, but not separate, byproduct and l
special nuclear materials that were produced by the l
previous operation of the facility or during l
decommissioning activities.
C.
This license shall be deemed to contain and is subject to the conditions specified in the following Commission regulations in 10 CFR Chapter I:
Part 20 Section 30.34 of Part 30, Section 40.41 of Part 40, Sections 50.54 and 50.59 of Part 50, and the appropriato sections of Part 70; is subject to all applicable provisions of the Act and to the
- rules, regulations, and orders of the Commission now or hereaf ter in effect; and is subject to the additional conditions specified or incorporated below:
(1) De epmmis s i o n i ng _l e c h.n i c,a 1 Sp_e c i f i c a t i o n s The Decommissioning Technical Specifications contained in Appendix A, as revised through Amendment No. _, are hereby incorporated in the license. The licensee shall decommission the facility in accordance with the Decommissioning Technical Specifications.
(2) Applicability This Facility-License and the Decommissioning Technical Specifications implement the Decommissioning Plan and will be effective after all. nuclear fuel has been removed from the Fort St. Vrain Reactor Building and the NRC has approved the Decommissioning Plan.
D.
This license-is subject to all federal.. State, and local standards imposed pursuant to the requirements of the federal Water Pollution Control Act of-1972.

Th;. itcense is effective _as of the date of issuance and shall expire at midnight,-September 17, 2008.
