The Atomic Energy Comission (the Comission) having found that:
1.
A.
The application for license filed by the Public Service Company of Colorado (the licensee) complies with the standards and
. requiren,ents of the Atomic Energy Act of.1954, as amended (the Act), and.the Comission's rules and regulations set forth ir.
10 CFR Chapter I and all required notifications to other agencies or bodies. have been duly made; B.
Construction of the Fort St. Vrain Nuclear Generating Station (the facility) has been substan.ially completed in conformity with the Provisional Construction Permit No. CPPR-54 and the application, as amended, the provisions of the Act, and the rules and regulations of the Comission; C.
The facility will operate in conformity with the application, as amended the provisions of the Act, and the rules and regulations of the Comission; D.
There is. reasonable assurance: (1) th6t the activities authorized by this operating license can be conducted without endangering the health and safety of the public, and (ii) that such activities will be ccnducted in compliance with the rules and regulations of the Comission; E.
The licensee is technically and financially qualified to engage in the activities authorized by this operating license in accordance with the rules and regulations of the Comission; F.
The licensee has satisfied the applicable provisions of 10 CFR Part 140, " Financial Protection Requirements and Indemnity Agreements," of the Comission's regulations; G.
The issuance of this operating license will not be inimical to the comon defense and security or to the health and safety of

F.
After weighing the environmental, economic, technical, and other benefits of the facility against environmental costs and considering available alternatives, the issuance of Facility Operating License No. DPR-34 (subject to the conditions for protection of the environment setforthherein)isinaccordancewith10CFRPart51,(NOTE:
Environment requirements covered by Part 51; No Appendix D to Part 50.)
of the Commission's regulations and all applicable requirements have been satisfied; and I.
The receipt, possession, and use of source, byproduct, and special nuclear material as authorized by this license will be in accordance with the Comission's regulations in 10 CFR Parts 30, 40, 70, and 73.
2.
Facility Operating License No. DFR-34 is hereby issued to the Public Service Company of Colorado to read as follows:
A.
This license applies to the Fort St. Vrain Nuclear Generating Station, a high temperature gas-cooled nuclear reactor and associated equipment (the facility) owned by the Public Service Company of Colorado. The facility is located near Platteville, in Weld County, Colorado, and is described in the " Fir.el Safety An61 and amended (Amendments 15 through 29)ysis Report" as supplemented and the Environmental Report as supplemented and amended (Supplements 1 through 3).
B.
This license is subject, for the initial rise to power, to the conditions set forth in Specification LCO 4.9-1 of the Technical Specifications attached hereto as Appendix A.
C.
Subject to the conditions and requirements incorporated herein, the Comission hereby licenses the Public Service Company of Colorado:
(1) Pursuant to Section 104b of the Act and 10 CFR Part 50,
Dcrestic Licensing of Production and Utilization Facilities,"
to possess, use, and operate the facility at the designated location near Platteville in Weld County, Colorado, ic accordance with the procedures and limitations set forth in this license; (2) Pursuant to the Act and 10 CFR Parts 40 and 70, to receive, possess and use at any time source and special nuclear material as reactor fuel, in accordance with the limitations for storage and amounts required for reactor operation, as described in the Final Safety Analysis Report, as supplemented and amended; (3) Pursuant to the Act and 10 CFR Parts 30, 40 and 70, to receive, possess, and use at any time any byproduct, scurce and specici nuclear material as sealed neutron sources for reactor startup, sealed sources for reactor instrumentation and radiation 1
monitoring equipment calibration, and as fission detectors in amounts as required;

D.
This license shall be deemed to contain and is subject to the conditions specified ir the following Commissico regulatior.s in 10 CFR Chapter I: Part 20, Section 30.34 of Part 30, Section 40.a1 of Part 40, Sections 50.54 and 50.59 of Part 50, and the appropriate sections of Parts 70 and 73; is subject to 611 applicable provisions of the Act and to the rules, regulations, onc crders of the Ccemission now er hereafter 1r. ef fect; tr:d is subject to the additicr.61 cono1tions specified or ir,ccrpurettd below:

(2) Technical Su cificeticr.s The Technical Specificatict.s contained in Appendices A anc B, I
as revise.c through Amendment Nn.69, are hereby incorporated in the license. The licensee shall operate the facility in acccrderce with the Technical Specifications.
(3) Physical Prctectier.
The Itcensee shall fully implen.ent and maintain in effect all previsions of the Commission-approveo physical security.

The plans, which contain Safeguards Information protected under 10 CFR 73.21, are entitled:
" Fort St. Vrair Security Plan," with revisions submitted through July 15, 1986; " Fort St. Vrain Guard Training and Qualification Pier.," with revisions submittea through February 27, 1987; and "For t St. Vrain Safeguards Contingency Plan," with revisions submitted through February 27, 1987. Changes made in accordance with 10 CFR 73.55 shall be implen,ented in accordance with the schedule set forth thereir..

This license is subject to all Federal, State, and leccl standards imposed pursuert to the requirements of the Federal Water Pollution Control Act of 1972.

This license is effcetive as of the date of issuance and shcil expire at ridnight, September 17, 2008.
