Proposed Technical Specification Change To Section 6.1 - Defueling

Dear Mr. Weiss:

This is an amendment request to the Fort St. Vrain Technical Specifications, Section 6.1, to document design features for the defueling phase of operation. The Fort St. Vrain reactor core will -

bc defueled using the fuel handling machine, similar to a refueling. ,

Borsa ted defueling elements will be used to maintain the structural l integrity of the core daring and after defueling, to provide neutron absorption for the fuel elements remaining in the core until defueling is complete, ano tu alls coolant flow through the core during defueling.

Three attachments are included with this proposed amendment:

Attachment 1 - Summary of Proposed Changes Attachment 2 - Proposed Changes Attachment 3 - No Significant Hazards Consideration Analysis On August 29, 1989, PSC announced the end of operations for Fort St.

Vrain. NRC Meeting Memorandum, Heitner to Weiss, dated August 18, 1980 (G-89291) expressed a staff concern that Section 6.1 of the Technical Specifications is not being changed to describe the i defueling elements. Therefore, this Technical Specification amendment request is being submitted.

PSC is pursuing a high priority effort to submit these changes, obtain NRC approval, and implement these changes. However, PSC is

P-89350 September 14, 1989 support current plans to start defueling by November 27, 1989.

Therefore, PSC requests that defueling activities be allowed to commence without final approval of the attached Technical Specification changes. In order to permit timely initiation of safe defueling activities, PSC commits to actively pursue approval of the attached Technical Specification changes, and to conduct any defueling activities in full compliance with the existing Technical Specifications and the more conservative requirements in the attached Proposed Technical Specification Changes until an approved amendment is issued.
