SUMMARY

OF PROPOSED CHANGES-Specification Changes l LCO 4.4.1 New Note '(u) has been added to Table 4.4-4, Startup Channel - Low Count Rate', and states that when nine or less fueled: regions remain in.the core during defueling, neutron sources may be' installed near the Startup Channel detectors to maintain the minimum specified count rate Note.(u) also specifies that the count rate seen by the detectors from. these. nearby sources shall not exceed 50 counts per-second (cps). Discussion--on this-is also j added to the Basis for "d. Rod Withdrawal . Prohibit Inputs." SR 5.4.1 A Startup Channel Check is added to' Table 5.4-4 to verify that the count : rate. from sources installed near the Startup Channel detectors does not exceed 50, cps as seen by-l the Startup Channel detectors _.This Check will be performed.upon source. installation l and repositioning. DF 6.1 Revisions are made to the "Defueling" section of the Reactor Core Design Features. Specification relative to maintaining the minimum specified neutron count rate as seen on the Startup Channel instrumentation. When nine fueled regions or less remain' in the-core, neutron-sources may be installed near the detectors to aid.in maintaining the minimum specified count-rate of LCO 4.4.1. The count rata from these neutron : sources will not exceed 50 eps as seen'by the Startup-Channel detectors. Changes are also_ made ~to clarify the discussion on replacing the top layer reflector elements (metal plenum elements) 7 during defueling. 3/4.1.4 An exception to SR 4.1.4.C is added which states that shutdown margin assessment may be discontinued when nine fueled regions or less remain in the core. Discussion-is added to the' Basis on shutdown margin assessments. 3/4.1.6 Changes to SR 4.1.6 and the Basis reflect r discontinuance of the shutdown margin assessment when the exception to SR 4.1.4.C is in effect. i}}
