Dear Mr. Weiss:

In accordance with the guidance provided in References 1) and 2),

Public Service Company of Colorado (PSC) proposes to delete the Fire Protection LCOs and SRs from the Technical Specifications, include appropriate additions / deletions within the Administrative Controls Section, and update the Facility Operating License per Enclosure 3 to Ref. 1. An equivalent level of Fire Protection will be maintained at Fort St. Vrain by the Fire Protection Operability Requirements which have been established as part of the Fire Protection Program Plan as approved by the NRC in Reference 3).

This amendment proposal includes: the Summary of Proposed Changes, the Proposed Changes, and the No Significant Hazards Consideration Analysis, Attachments 1 through 3, respectively.
