Appendix ~ "B", " Security Training and Qualification Plan", and i Appendh "C", " Safeguards' Contingency Plan" are submitted as  :

Attachments 3,_4 and 5 to this letter for review and approval as the- l operational Security Plan for' Fort St. Vrain. The implementation '

schedule 1for these changes is documented under Attachment 1 to this letter. Explanations of all changes-are documented under Attachment 2'to this letter. j Appendix "A", " Security Plan for the Protection, Receipt and Storage

of Special Nuclear Material and Special Security Measures During Refueling Operations", will be deleted upon approval of this submittal and has not been enclosed. This deletion is the result of the removal from the Fort St. Vrain Protected Area of all nonself-protecting Strategic Special Nuclear Material.

This information contains Safeguards Information as defined by 10CFR73.21 and its disclosure to unauthorized individuals is prohibited by Section 147 of the Atomic Energy Act of 1954, as amended. Therefore, this material, with the exception of this
