In accordance with the-provisions of 10CFR50.90, Public Service Company is requesting an amendment to Facility Operating License No.
3 DPR-34 for the Fort Stc Vrain Nuclear Generating Station by way of an'
.. amendment to the Physical Security Plan.
This submittal-includes proposed changes to the Physical Security Plan which reflect the permanent shutdown of Fort St.
Vrain and 1 plant conditions during defueling.

" Safeguards' Contingency Plan" are submitted as Attachments 3,_4 and 5 to this letter for review and approval as the-l operational Security Plan for' Fort St. Vrain.
The implementation schedule 1for these changes is documented under Attachment 1 to this letter.
Explanations of all changes-are documented under Attachment 2'to this letter.
j Appendix "A", " Security Plan for the Protection, Receipt and Storage of Special Nuclear Material and Special Security Measures During Refueling Operations", will be deleted upon approval of this submittal and has not been enclosed.
This deletion is the result of the removal from the Fort St. Vrain Protected Area of all nonself-protecting Strategic Special Nuclear Material.
This information contains Safeguards Information as defined by 10CFR73.21 and its disclosure to unauthorized individuals is
