Dear Mr. Collins:

This letter proposes an amendment to Fort St. Vrain Technical Specification LCO 4.1.9 pursuant to previous commitments as stated in j' the referenced letters. In support of the proposed amendment j (Attachment 1) is GA Document No. 907212, Issue A, "LCO 4.1.9 I Reanalysis" (Attachment 2). This document describes in detail the calculations and considerations which constitute the basis for the proposed LCO 4.1.9 figures. Note that the proposed Figure 4.1.9-1 is a family of curves developed using the " EQUAL POSITIONS" information from Figures 1, 10, 12, 14, 16, and 17 of Attachment 2, and the proposed Figure 4.1.9-2 is a family of curves developed using the l

information from Figures 2, 11, 13, 15, and 18 of Attachment 2.

. e Although information is also provided in Attachment 2 to support a further LC0 4.1.9 revision to accomodate operation with orifice valves that are more open than the " equal flow" position, additional actions would have been required to address that situation.

Therefore, as discussed with Mr. Philip Wagner of your staff, this amendment request addresses only those items at issue that were used to develop the basis for the present LCO 4.1.9. A future submittal will be made to address operation with more open orifice valves as well as the additional item identified in Attachment 2 regarding the administration of LCO 4.1.9 immediately following a reactor scram or rapid reduction to low power operation.

In accordance with the provisions of 10CFR170, we believe that the proposed revision is Fee Class III since it is deemed not to involve a significant hazards consideration (see Attachment 3).

A check in the amount of $4,000.00 is enclosed for fee payment.
