Proposed Technical Specification Change - Section 5.4, Surveillance and Calibration Requirements

Dear Mr. Calvo:

This letter submits proposed changes to the Fort St. Vrain (FSV)

Technical Specifications for the surveillance and calibration requirements of the Plant Protective System (PPS) parameters. The Technical Specifications have been revised to delete a specific test method used to demonstrate operability requirements. The following attachments are included:

Attachment 1: Summary of Proposed Changes to the FSV Technical Specifications Attachment 2: Proposed Changes to the FSV Technical Specifications Attachment 3: Significant Hazards Consideration The format for Tables 5.4-1 through 5.4-4 has been changed to display information in vertical tables, to facilitate its use in Public Service Company of Colorado's computerized information management system. This format is consistent with previous proposed license amendment submittals. i In accordance with the provisions of 10CFR170, an application fee of j S150.00 is enclosed. l l
