Farley Nuclear Plant - Units 1 and 2 Generic Letter 89-06, Safety Parameter Display System On May 10, 1989 Alabama Power Company received Generic Letter (G.L.) 89-06,

" Task Action Plan Item I.D.2 - Safety Parameter Display System" dated April 12, 1989.along with NUREG-1342, "A Status Report Regarding Industry Implementation of Safety Parameter Display Systems." The purpose of G.L.

89-06 is to require operating licensees,, pursuant to 10CFR50.54(f), to certify to the NRC that the licensees' SPDS " fully meets the requirements of NUREG-0737, Supplement 1, taking into account the information provided in NUREG-1342". Alabama Power Company notes that it is NUEEG-0737, Supplement 1, not NUREG-1342 that forms the basis for this response.

During the design stage of SPDS, Alabama Power Company provided to the NRC a detailed system description by letters dated November 30, 1983, May 11,

-1984 and January 31, 1985. Alabama Power Company's philosophy in developing an SPDS for Farley Nuclear Plant was to integrate it with the other requirements of NUREG-0737, Supplement 1. Accordingly, the critical safety function status trees (as defined by the Westinghouse Owners Group Emergency Response Guidelines) were selected as the means of monitor [ng the NUREG-0737, Supplement i safety functions. This selection ensured that consistent direction vould be given to the operator during an accident.

On June 12,-1985 the NRC issued a Safety Evaluation Report (SER) for the Farley Units 1 and 2 SPDS. This SER found no reason to direct Alabama Power Company to cease implementation of the SPDS. However, the SER noted several exceptions to the list of key parameters and expressed concerns regarding isolation devices for the core-exit temperature signals. By letter dated March 31, 1986 Alabama Power Company responded fully to each of these concerns and described its alternative means to meet Supplement 1 to NUREG-0737 requirements for parameter selection. No acknowledgment of its response has ever been received from the NRC. The SPDS for both Farley Units 1 and 2 was declared operational on June 3, 1987. The NRC was notified of this fact by letter dated December 1, 1987.

As requested,' Alabama Power Company has reviewed G.L. 89-06 and the information described in NUREG-1342. With respect to the minimum information required for radioactivity control, as described in NUREG-0737, ,

Supplenzent 1, we have previously advised the NRC that the Farley SPDS does not contain a trdioactivity control status tree. However, in our January 31, 1985 letter we provided a description of.our philosophy for monitoring l the critical safety functions without the use of a radiation control status '

tree. Alabama Power Company has also reviewed the.information provided in NUREG-1342 and has documented those areas where the Farley SPDS differs,  ;

yet still provides the operator the requisite info';mation in a satisfactory

-manner. Documentation supporting this position, along with the checklist and photographs of the Farley SPDS, vill be reteined onsite as requested by.
