Subject: Inspection 50-336/78-13

This refers to the inspection conducted by Mr. E. Shaub of this office

on May 9-11, 1978, at Northeast Utilities Service Corporation, Berlin,

Connecticut, and Millstone Nuclear Power Station, Unit 2, Waterford,

Connecticut, of activities authorized by NRC License No. DPR-65 and to

the discussions of our findings held by Mr. Shaub with Mr. E. Ferland of

your staff at the conclusion of the inspection.

Areas examined during this inspection are described in the Office o'f

Inspection and Enforcement Ins)ection Report which is enclosed with this

letter. Within these areas, t1e inspection consisted of selective ,

examinations of arocedures and representative records, interviews with

personnel, and o)servations by the inspector.

Within the scope of this inspection, no items of noncompliance were '

observed.

In accordance with Sectior 2.790 of the NRC's " Rules of Practice," Part . .

2. Title 10. Code of Federal Regulations, a co)y of this letter and the

enclosed inspection report will be placed in tie NRC's Public Document ,

Room. If this report contains any infonnation that you (or your contractor)

believe to be proprietary, it is necessary that you make a written

application within 20 days to this office to withhold such infonnation

from public disclosure. Any such ap)11 cation must be accompanied by an

offidavit executed by the owner of t1e infonnation, which identifies the

document or mart sought to be withheld, and which contains a statement

of reasons w11ch addresses with specificity the items whii:h will be ,

considered by the Commission as listed in subparagraah (b)(4) of Section
