} .fl0TICE OF VIOLATION Based on'the results of en NRC inspection conducted on Janaury 9-12, 1978, it appears that certain of your activities were not conducted in i full compliance with NRC requirements as indicated'below. Item 1 is

, categorized as an infraction and item 2 is a deficiency.

1. IOCFR70.51(c) states: "Each licensee who is authorized to possess at any one time Special Nuclear Material in a quantity. exceeding one effective kilogram of special nuclear material shall establish, maintain, and follow written material control and accounting pro-cedures which are sufficient to enable the licensee to account for special nuclear material in his possession under license."

Contrary to the above, on January 10, 1978, it was determined that the licensee's Special Nuclear Material Control and Safeguard

' Procedure Manual, dated October 197.7, had not been established and maintained.

' 2. 10 CFR 70.51(b)(1) states in part: "Each licensee shall kee .

records showing the receipt, inventory (including location),p dis-posal, acquisition, import, export, and transfer of all special nuclear material in his

- method of acquisition." possession regardless of its origin or Contrary to the above, on January ll,1978, it was determined that the licensee did not keep records showing the receipt, inventory (including location) of'all special nuclear material in his possession.

d Specifically, two fission chambers -(Serial Nos. R4372 and S1818),

each containing 3 Milligrams of 90% enriched U-235, located in a warehouse, and cwo fission chambers (Serial Nos.142 and 869),'each containing 3 Milligrams of 90% enriched U-235, lo~cated in the reactor core, had not been included in inventory records.
