APPENDIX A NOTICE OF VIOLATION Wolf Creek Nuclear Operating Corporation Docket: 50-482 Wolf Creek Generating Station Operating License: NPF-42 During an NRC inspection conducted on November 16 and 17, 1987, a violation of NRC requirements was identified. The violation involved transfer of licensed material to an unauthorized recipient. In accordance with the " General Statement of Policy and Procedure for NRC Enforcement Actions," 10 CFR Part 2, Appendix C (1987), the violation is listed below:

Unauthorized Disposal of Licensed Material 10 CFR Part 20.301(a) states, in part, that no licensee shall dispose of licensed material except by transfer to an authorized recipient as provided in the regulations.

Contrary to the above, on November 16, 1987, the NRC inspector determined that the licensee had disposed of two blue rags containing approximately 0.41 microcuries of licensed material in the Coffey County, Kansas landfill, an unauthorized recipient.

This is a Severity Level IV violation. (Supplement IV)(482/8736-01)

Pursuant to the provisions of 10 CFR 2.201, Wolf Creek Nuclear Operating Corporation is hereby required to submit a written statement or explanation to this Office within 30 days of the date of the letter transmitting this Notice.

This reply, should include for each violation: (1) the reason for the violation if admitted, (2) the corrective steps that have been taken and the results achieved, (3) the corrective steps that will be taken to avoid further violations, and (4) the date when full compliance will be achieved. Where good cause is shown, consideration will be given to extending the response time.
