ENCLOSURE 1 NOTICE OF VIOLATION l

. Wolf Creek Nuclear Operating Corporation Docket No.: 50-482 Wolf Creek Generating Station License No.: NPF-42 l During an NRC inspection conducted on May 31 through July 11,1998, one violation of NRC requirements was identified. In accordance with the " General Statement of Policy and l Procedure for NRC Enforcement Actions," NUREG-1600, the violation is listed below: l l

Technical Specification 6.8.1.a. requires, in part, that written procedures be established, implemented, and maintained covering the applicable procedures recommended in i Appendix A of Regulatory Guide 1.33, Revision 2, February 1978.

Regulatory Guide 1.33, Revision 2, February 1978, Section 2, recommends, in part, that I procedures be established for general plant operations.

Paragraph 6.9 of Procedure AP 21J-001, " Control of Temporary Equipment," Revision 2, states that un table equipment shall be restrained in a suitable location to prevent toppling or shall be no closer than 1 foot plus the height of the equipment from the nearest safety-related equipment.  ;

Contrary to the above, on June 4,1998, technicians placed a heavy door and frame in the control room equipment cabinet room adjacent to the Train A protection system logic I cabinets. The distance from the door and frame to the protection system cabinets was less than the height of the door plus 1 foot. ,

l This is a Severity Level IV violation (Supplement I) (50-482/9814-01). l Pursuant to the provisions of 10 CFR 2.201, Wolf Creek Nuclear Operating Corporation is hereby required to submit a written statement or explanation to the U.S. Nuclear Regulatory Commission, ATTN: Document Control Desk, Washington, D.C. 20555 with a copy to the Regional Administrator, Region IV,611 Ryan Plaza Drive, Suite 400, Arlington, Texas 76011, and a copy to the NRC Resident inspector at the facility that is the subject of this Notice, within 30 days of the date of the letter transmitting this Notice of Violation (Notice). This reply should be clearly marked as a " Reply to a Notice of Violation" and should include for each violation:

(1) the reason for the violation, or, if contested, the basis for disputing the violation or severity level, (2) the corrective steps that have been taken and the results achieved, (3) the corrective ,

steps that will be taken to avoid further violations, and (4) the date when full compliance will be {

achieved. Your response may reference or include previous docketed correspondence, if the I correspondence adequately addresses the required response. If an adequate reply is not

, received within the time specified in this Notice, an order or a Demand for Information may be l issued as to why the license should not be modified, suspended, or revoked, or why such other action as may be proper should not be taken. Where good cause is shown, consideration will be given to extending the response time.
