,' o APPENDIX A NOTICE OF VIOLATIO_N Wolf Creek liuclear Operating Corporation Docket: STN 50-482 Wolf Creek Generating Station Operating License: NPF-42 During an NRC inspection conducted May 7-11 and June 29 through July 3,1990, a violation of NRC requirements was identified. The violation involved an inadequate detection aid. In accordance with the " General Statement of Policy and Procedure for NRC Enforcement Actions," 10 CFR Part 2, Appendix C (1990)

(Enfore.ement Policy), the violation is listed below:

Inadequate Detection Aids System License Condition 2.E of the Wolf Creek Generating Station Facility Operating License, dated June 4,1985, requires that the licensee fully implement and maintain in effect the Commission approved Physical Security Plan, includin amendments and changes made pursuant to the authority of 10 CFR 50.54(p .

The approved Physical Security Plan requires, in part, that the microwave intrusion detection system (IDS) detect an intruder who is jumping through a detection zone. 6 Contrary to the above, on June 30, 1990, the inspector determined, through test demonstrations that at two zones the IDS could be penetrated by. i jumping without detecting an intruder.

This is a Severity level IV violation. (Supplement III) (482/9C'23-01)

The licensee's corrective action for the above violation was reviewed on June 30, 1990, and determined to be adequate to correct the violatior, and prevent a recurrenet. Accordingly, no written response is required for this '

violation.
