APPENDIX A NOTICE OF VIOLATION Wolf Creek Nuclear Operating Corporat;on Docket:
50-482/88-28 Wolf Creek Generating Station Operating License: NPF-42 Ouring an NRC inspection conducted on September 19-23, 1988, a violation of NRC requirements was identified.
The violation involved the failure to perform and properly document immediate corrective action to unsatisfactory results of analyses performed on spiked and split samples.
In accordance with the "General Statement of Policy and Procedure for NRC Enforcement Actions," 10 CFR Part 2, Appendix C (1988), the violation is listed below:
Chemistry Laboratory Technician Analytical Performance Technical Specification 6.8.1 states, "Written procedures shall be established, imp'lemented, and maintained covering the activities referenced below:
The applicable procedures recommended in Appendix A, of Regulatory Guide 1.33, Revision 2, Fabruary 1978."
i The licensee's Administrative Procedure ADM-04-017. "Verification of I
Analytical Performance," Revision 7, dated August 7, 1987, paragraph 2.2 i
requires that, "for any unacceptable conditions or results identified by this procedure, the cause shall be determined and immediate corrective action taken and documented on the Corrective Action Record (Figure 4) of AGM-04-005."
Contrary to the above, the NRC inspectors determined on September 21, 1988, that numerous analytical results for various chemical parameter i
analyses performed by ch0Aistry technicians on laboratory analytical l
accuracy cross-check program standards during the time period July 10, 1987, through July 20, 1988, were not within the acceptance range i
established for satisfactory analytical performance.
The cause of these unacceptable results had not been determined and immediate specific corrective action had not been taken and docurrented on the Corrective Action Record for each of the unacceptable analytical results as directed j
by procedure.
This is a Severit> Level V violation.

violations, and (4) the date when full compliance will be achieved. Where good cause is shown, consideration will be given to extending the response time.
