! During an NRC inspection conducted November 22, 1992,'to January 2, 1993, two i violations of NRC requirem ,ts were identified, in accordance with the 4 " General Statement of Policy and Procedure for NRC Enforcement Actions,"

! 10 CFR 2. Appendix C (Enforcement Policy), the violations are listed below:

A. Failure to Proper 1v implement Procedure L

Technical S)ecification 6.8.1.a requires that written arocedures shall-

be establisled, implemented,' and maintained covering tle applicable i procedures recommended in Appendix A of Regulatory Guide 1.33, j Revision 2, dated February 1978. Regulatory Guide 1.33, Appendix A,
Item 9.a. states that maintenance affecting the performance of safety-related equipment should be properly preplanned and performed in accordance with written procedures, documented instructions, or drawings appropriate to.the circumstances.

Step 2.16 of-the work instructions' for Work Request 05923-92 states that j

the inboard bearing--of the spent fuel pool cooling pump will be removed using a bearing puller or equivalent.

Regulatory Guide 1.33, Appendix A Item 2.k. recommends procedures-for refueling equipment operation. -This is accomplished, in part, by Procedure FHP 03-007 Revision 13. "$)ent Fuel Pool Bridge Crane Operating-Instructions and Daily Chec(s."

e mechanical stops were installed and to ensure that the spent fuel pool gate was not lifted more than 1 f oot above the fuel assemblies.

Contrary to the above, the cautions associated with Step 7.8 were inappropriate to the circumstances because they did not provide adequate guidance to ensure that the fuel transfer canal gate was not positioned over fuel assemblies. On November 5, 1992, while inspecting a spent fuel pool gate seal, licensee personnel moved the spent fuel pool gate such that it may have been positioned over some fuel assemblies.

This is a Severity level IV violation. (Supplement I) (482/9232-02)

Pursuant to the provision of 10 CFR 2.201, Wolf Creek Nuclear Operating Corporation is hereby required to submit a written statement or explanation to the U.S. Nuclear Regulatory Commission, ATTN: Document Control Desk, Washington, D.C. 20555, with a copy to the Regional Administrator, Region IV, and a copy to the NRC Resident inspector at the facility that is the subject of this Notice, within 30 days of the date of the letter transmitting this Notice of Violation (Notice). This reply should be clearly marked as a " Reply to a Notice of Violation" and should include for each violation: (1) the reason for the violation, if contested, the basis for disputing the violation; (2) the corrective steps that have been taken and the results achieved; (3) the corrective steps that will be taken to avoid further violations; and (4) the date when full compliance will be achieved, if an adequate reply is not received within the time specified in this Notice an order or demand for information may be issued as to why the license should not be modified, suspended, or revoked, or why such other action as may be proper should not be taken. Where good cause is shown, consideration will be given to extending the response time.
