APPENDIX A NOTICE OF VIOLATION Wolf Creek Nuclear Operating Corporation Docket: 50-482 Wolf Creek Generating Station Operating License: NPF-42 During an NRC inspection conducted on May 14-18, 1990, a violation of NRC requirements was identified. In accordance with the " General Statement of Policy and Procedure for NRC Enforcement Actions," 10 CFR Part 2, Appendix C (1990) (Enforcement Policy), the violation is listed below:

10 CFR 50.47(b)(15) states that radiological emergency response training shall be provided for those who may be called to assist in an emergency.

Section 5.1 of the Wolf Creek Radiological Emergency Response Plan states, in part, that specialized initial training and periodic retraining is provided for specified categories of emergency personnel including directors and/or coordinators of the plant emergency organization, and personnel responsible for accident assessment, including control room shift personnel. j Contrary to the above, at the time of the inspection, the inspector '

determined from interviews of key emergency personnel who might be called upon to respond and assist for accident assessment in an emergency, that their radiological emergency response training was not sufficient.

Specifically, individuals responsible for performing dose projections early in an emergency made errors in calculating dose projections which resulted, or could result in improper emergency classifications and/or protective action recommendations, to offsite authorities.

This is a Severity Level IV violation. (Supplement VIII)(482/9024-02)

Pursuant to the provisions of 10 CFR 2.201, Wolf Creek Nuclear Operating Corporation is hereby required to submit to this office, within 30 days of the date of the letter transmitting this Notice, a written statement or explanation in reply, including: (1) the reason for the violation if admitted, (2) the corrective steps which have been taken and the results achieved, (3) the corrective steps which will be taken to avoid further violations, and (4) the  ;

date when full compliance will be achieved. Where good cause is shown, t consideration will be given to extending the response time.
