', NOTICE OF VIOLATION Wolf Creek Nuclear Operating Corporation Docket: 50-482 Wolf Creek Generating Station License: NPF-42 During an NRC inspection conducted on August 17-21, 1987, two violations of NRC 1 requirements were identified. The violations involved the failure of the site I k* Health Physics (HP) Radioactive Waste Supervisor to receive periodic retraining and to maintain personnel training records up-to-date. In accordance with the

" General Statement of Policy and Procedure for NRC Enforcement Actions," 10 CFR ,

Part 2, Appendix C (1987), the violations are listed below:

I A. HP Radioactive Waste Supervisor Retraining

( Inspection and Enforcement Bulletin No. 79-20 requires that licensees who generate low-level waste for burial provide training and periodic retraining in the DOT and NRC regulatory requirements, the waste burial license requirements, and licensee instructions and operating procedures for all personnel involved in the transfer, packaging, and transport of radioactive material.

Contrary to the above, the NRC inspectors determined on August 21, 1987, that the site HP Radioactive Waste Supervisor had not received the periodic retraining addressed in Inspection and Enforcement Bulletin No. 79-20 since nsrch 1984.

This is a Severity Level V violation. (Supplement V) (482/8717-01)

8. Training Records Technical Specification 6.10.2 states, in part, that records of training and qualification for current members of the unit staff shall be retained for the duration of the unit operating license.

Contrary to the above, the NRC inspectors determined on August 21, 1987, that the training records for the ALARA Coordinator and HP Radioactive Waste Supervisor did not include all completed training.

This is a Severity Level V violation. (Supplement VII) (482/8717-02)

Pursuant to the provisions of 10 CFR 2.201, Wolf Creek Nuclear Operating Corporation is hereby required to submit a written stateinent or explanation to this Office within 30 days of the date of the letter transmitting this Notice.
